Seems like a choice band set would be fine too. Dragon darts seems fairly spammable late game, phantom force can be used to take out things weak to it, it has a much stronger u-turn and the last slot can be a toss up between smth like WoW, psychic fangs or outrage

Shadow claw has slightly higher dps, but lick's dps is basically comparable, and it has way higher eps, which means more frequent shadow balls, which results in overall higher dps. It's also fat easier to dodge with, which the frail gengar really appreciates. Superior move to shadow claw
