A clear skies tier would mean that instead of ~50% of OU teams being weather-based, it would be 99%, because then all non-weather teams would simply opt to playing on clear skies. Perma-weather clause sounds lovely, since weather is so abused and it would be nice to play without it sometimes...

This made me tear up a bit. Poor, poor umbreon. :/ However, Gen 5 also made moves such as wrap more turns, which makes them much more useful. Also, don't forget to mention shed shell ;]

Omastar makes a great BP candidate of defensive boosts with his natural bulk + SpD boost in sand + shell armour (no critical hits to ruin you <3). Sure, it doesn't always work, but once you give this guy some defensive boosts he's almost impossible to take down, especially with his great SpA stat.

Wouldn't Misdreavus work? It's got some nice tools like Calm Mind and Nasty Plot for boosting, and it would take special hits pretty nicely with the ability to hit back. It also has pain split, which is lovely. Misdreavus could also annoy with status and then hit with a STAB hex. Although...
