Can anyone give me a rough guide to how to RNG Lugia in Soul Silver, first encounter? I've RNG'd eggs for perfect IVs and shininess before in Platinum.

Is it just as easy to capture wild RNG'd Pokemon as it is to breed them? Is it harder to get Pokemon with perfect IVs if you capture?
