I think you get it from in the house west of the Pal Park. You need to show the guy a certain level Pokémon, and he gives you the Expert Belt. iirc he gives it you the second time you show him the Pokémon you want.

They probably created it so if your power actually does go on your DS (low battery for example), it means your game doesn't get corrupted. It would be pretty bad if you lost all your game data just because you couldn't get to a charger in time. At least that is what I think.
