Well it would be, except Drill Peck is not obtainable if you use whirlwind because you can't breed them both onto Skarmory. Roar on the other hand, is. Since they're aren't any soundproof pokemon in the metagame, I would switch out whirlwind for roar.

On Weavile, I would choose Brick Break for Tyranitar. And on Skarmory, I'm fairly sure Drill Peck/Whirlwind is not legal.
