My toughest challenge was against Red in Soul Silver. But to be fair, I brought that on myself. My highest leveled Pokemon at the time was a Feraligatr at Lv 75. Which is five levels lower than Red's lowest level Pokemon, Lapras. My lowest was Latios, who I had just caught before making the trip...
