The angle I am coming from with this thread is the following: if a UUBL Pokemon is perfectly balanced in GSC UU and doesn’t drastically change how the tier is played, then I believe it should be dropped. Venusaur and Typhlosion fall under this category, as does Smeargle if Baton Pass is banned...
