I don't think Skiddo should be D tier. Its best set, in my opinion, allows it to be a somewhat reliable bulky physical sweeper (bulk up, horn leech, brick break, milk drink). Obviously, its typing prevents it from finding any serious success in the tier, what with the common flying types. But...
