Yep, exactly that, except for the magic part. :P AFAIK it's basically a "code injector," that inserts the hexadecimal cheats into the code of the game as it's running. There's more to it than that, but you get the idea. And so as to not get too off-topic, there's no way I'm going spoiler-free...
