Infernape caps out at 346 speed with +Nature/252 speed evs. Granted, it's not the standard, but I think its a reasonable threat you might want to revenge kill. The standard Mixape only needs some minor tweaking to outspeed adamant/252 dugtrio.

Your expreiences might differ, but in OU I've found that Bibarel is way too fragile to come in on most attacks. And after 3 speed boosts, you cant really chain to a slower dude to tank the hit either. Really your best option is to either predict and pass when your opponent does something...
