Fire/Electric for BoltBeam resist; plus, it's a decently logical typing, electrical fire and all that. Maybe a Manetric evo? Ice/Elecrtric, with good enough Spd and SpAtk, would be automatically OU due to STAB BoltBeam AND BoltBeam resist.

You could always just use a Mesprit with Thunderbolt/Ice Beam/HP Fighting/Calm Mind and you'll get a sturdier Pokemon that does much the same thing.

Hell yes it can live through a Specs Draco Meteor. I've been using Empoleon as my Stealth Rocker, and it stops anything using the move thanks to the SpAtk down (unless it's up against a Scope Lens Sniper Kingdra...which is a likely opponent for Empoleon in BL play).

IMO, Empoleon's SpAtk just isn't high enough to justify it. When you have something slow like Absol with 130 Atk, or Heracross and Magmortar with 125, or Medicham and Azumarill with their doubled stats, it makes sense to use the Scarf just to utilize their massive stat.
