Maybe it's a tongue in cheek gag like the magnemite family. It has a 4x weakness to ground, it floats, but still doesn't get the ability levitate.

I dont think shed shell is worth the itemslot. If you're going for no retreat its probably because you've already gotten rid of anything that you'd switch out of anyways. As for the subject of "multiples" pokemon; I like to view them as colonial organisms (like a man-o-war).
