I am not aware of any similar move.
The Slowkings are litteraly the only ones that have that move. It's supposedly a reference to an old pokemon movie (which explain the exclusivity).

Slowking and Galarian-Slowking both got the move "Chilly reception". That move setup snowstorm and switches out the user. Slowbro and Galarian-Slowbro do not get that move.
Back then I did hear quite of a lot of people voicing concerns at the idea of banning the generational mechanic, but Dynamax was so broken that they had to concede. I'm not arguing in favor of Dynamax at all, but treating Tera the same way might not be a wise idea.
Forgiving me if I'm wrong, but...
I would like to add that the Dynamax ban was highly controversial, and banning a core mechanic that isn't nearly as broken could prove really damaging to smogon's playerbase (especially since cartridge competitive is really accessible this gen). What's better, splitting the playerbase or losing...
Something that can live a hit from flutter + roar/whirlwind? If that combination even exist.
Edit: I don't know if specs Greninja's water shuriken is strong enough to break through the sub and kill, I kinda doubt it. The fuck I am saying that shit got 135 SpDef, its never going to break through...
We have a few special mon with inflitrator, but when it comes to good special mons with infiltrator we only have Noivern which share the same weaknesses.
Doesn't seem to have the moves. Some new abilities are missing too, other are in but are non-fonctional (the ruins are among them), and some are wrong (it gives Sharpness a x1.2 multiplier, but it's actually x1.5).

Beware, it default to Lvl50 for cartridge online play so you may have to change the level each time (if that somehow matters). Still way less work.

Its signature move, Mortal spin, is a poison-type Rapid spin with guaranteed poisoning.

Edit: It also has SR and Toxic spikes. You can run Corrosion to spam Toxic or run its other ability Toxic debris for free toxic spikes.
- Corviknight is still one of the few Defoger left.
- Great Tusk and Iron Treads have Rapid spin.
- Avallug is still there.
- Glimmora's Mortal spin has been confirmed to remove hazards (mechanics research thread) and it set a bunch of hazards itself.

You can run a utility set on Clodsire (Yawn, toxic spikes, etc.) so he become spectrum agnostic.
Cyclizar has decent SpA (85 SpA vs 95 Atk) and a decent special movepool (Hyper voice, Draco-meteor, Overheat; all through TMs).
Maybe you can manage to do something with that?
