I speak from my own experience. Pinsir has a very powerful Hyper Beam at +2, only really having Gengar as a roadblock (Rhydon can sometimes be beaten with Submission). It also has no weaknesses. Still needs support, but what booster doesn,t? None of these Mons is OU anyway. As for Lickitung...

Apart from Speed Pass, I would allow Sand Veil into this Tier. Dark is a pretty bad type that outside of Cacturne has no Mon immune to Sand... which the best Dark Mon brings. With Cacturne, it would have Spikes as well as a second Sand immune Mon. It would still be a bad type and the hax...
