Did some research and 16 speed evs doesn't do much other than outspeeding neutral base 60s, the only ones which matter are sylveon, empoleon, porygon2, and clefable. It also outspeeds speed creep (sets also with a few speed evs) sylveon and neutral no investment t-tar. The idea is to outspeed...

Yeah Hp is prohably a better idea as you still live all the attacks you did previously and can better check physical threats. I also find Sacred Sword better as Shadow Sneak is weak without boosts and you need to hit t-tar and bisharp.
