Catcus, I'm aware of how Electro ball works, and I am not concerned about Mienshao in particular. My question was about the majority of cases, whether one or the other would be more useful. Thanks!

I'm running a Sandy Shocks with max speed EVs, booster energy speed, and a speed-boosting nature. It has an effective speed of 496 when it's first switched out. Should I use Electro Ball, a move that increases its base power with speed, or Thunderbolt, which consistently deals damage?
