Use a Timid Synchronise Ralts or something to find a Female Frogadier in the Safari, then go out and find a baby Male Mantyke with a different set of unique IVs (and then evolve it). Breed them together until you have a Quint-31 Froakie, and if you need to take it further, breed that Frogadier...
