I agree with everything said here, Manaphy would merely destroy any semblance of stability in the UU meta if it were to drop during UU Open. While it may not have Xurk's raw power, who needs 173 Sp. Attack when you also have TG, better bulk, and speed? It can even afford to go Modest on Z-Rain...
