Oh wow you're right. Mind = slightly blown. After some googling, it seems that Hitmonchan CAN pass down both through the method you posted. Bulbapedia, while a good source of info, is not 100% accurate, and some stuff is still out of date on there.

Drain Punch is a TM, so it's possible to have both.
