So how are you forcing a speed-tie with Charizard Y? I can't seem to find an IV spread that gives Hidden Power Rock while having 31 speed IV's.

He doesn't have to. Keep in mind that M-Gengar can be running any 4 of those moves (plus a good deal more,) and that he will be sent out against something he can trap and kill. With 156 HP EV's, neither LO Brave Aegislash Shadow Sneak, CB Adamant Scizor Bullet Punch, nor LO Adamant Talonflame...
