OU should never (and I don't think has) tier out of consideration for lower tiers. The whole point of lower tiers is that they are subject to the whims of higher tiers, and we shouldn't have to consider the ramifications of how, for example, the sleep ban would impact a Pokemon's niche in NU.

I'm confused why opening the policy thread would really speed up the process as opposed to a survey: the last time it was opened, the response was incredibly lackluster and took around a month for a final decision to be made. Even if we assume that support has drastically gone up, I doubt that...
