CAP 36 - Part 6 - Defining Moves
I think Freeze makes sense as a secondary effect. Freeze can be very game changing when it happens, but 10% freeze chance is not only present but super common on special ice type moves and it hasn't broken the game. Having it on a fire type move unique to a fire/ice mon doesn't feel too strange...- fjordviking
