Perfect within the bounds of HP Ice, 31/x/31/31/31/30, if speed is below 30 it's an imperfect HP Ice. A perfect HP Ice rotom would be worth more than a Perfect 5 IV Rotom, you are correct. An imperfect HP Ice would be worth the same.

Tyrogue is essentially the same as a genderless, 5 iv for an imperfect HP would be a fair trade, if it's perfect I would offer more.
