the idea of using Choice Scarf is to force switch the opponent when it can't use other moves after trying to set up entry hazards or boost its stats. But after that is a different story though :/ Toxic or Flame Orb are great options too, but it won't give as much urgency to switch as Choice...

How about Gloom? Has anyone mentioned Gloom before? With max EV/IV and beneficial nature its SpD could pass 408 mark. And if teamed with drought ninetales it could get 100% HP recovery and double speed with Chlorophyl.

How about Desukaan with its Mummy ability and power share? It will ruin Sand Rush and cripple Doryuuzu. Also with will-o-wisp it could cut Doryuuzu's attack even more.
