Just wow. Never noticed it got wish. After skimming the tierlist I only found Zangoose and Cinccino (LO/CB) who can reliably 2hit Shelgon (PS: only on the physical side of course) without extended setup. I still doubt it belongs in the same tier as Alomomola.

With drill run rapidash has nice coverage now. I don't know how much I like flare blitz with Life Orb on a Pokémon with such low Health, and picking morningn Sun Leaves you without Wild Charge which i don't really like as well. Haven't Played her with drill Run though.

All of them have access to easily spammabale moves that hit it at least neutral, and all of them outdamage the resisted hits as far as I see. Just wasn't really my point.

Which speed modifiers are effecting the base power of Elektro Ball? I expect standard boosts to be considered, but what about paralyze, unburden and Choice Scarf?

I don't really know much about speed tiers, nor do I have much experience at all, but I don't see Elektross outspeeding anything that tries to be speedy except for Golem maybe. With full speed invest you barely outspeed 4 speed EV (so bulky) Gardevoir/Altaria. Anything else in the top picks is...
