I run the same exact Starmie (Thank you Smogon Pokemon idea thingys..? lol) and I'd choose Thunderbolt over Ice Beam. Keep surf, recover, and (of course) rapid spin. Works like a Charm ;)

Truthfully (and I'm not sure because I'm not the best at competitive play) I think a Weavile could rip this team apart, except for your Swampert, and maybe your Medicham. Pursuit kills Gengar easy, while Brick Break kills Blissey and Lucario, and Ice Shard / Ice Punch takes out Zapdos...

Regice@Leftovers Modest OR (+Sp.Def - Atk) -Ice Beam -Thunderbolt -Thunderwave -Explosion works like a charm. It sitll has a base 100 defense, so it works well.
