Agreed. You can counter it, IF.....*3 options here*. Should be looked at, simply for its restricting nature. Can't even call it a counter anymore when you need an optimal situation to be able to (no rain, full health, etc). It's a skewed metagame when you have to prepare for a certain pokemon...
