Some of these arguments could also be applied to Machamp. I agree - fighting types have issues in Kanto. From my playthroughs of both I can't wrap my head around placing Machamp in Lee in different tiers; they feel paired in terms of efficiency. Both B or both C. Both in B would be my vote, but...
