Drampa should never be used in OU. In NU and PU it has usage due to Specs Draco coming from it being an absolute nuke and it's very good on Trick Room in those tiers. There's much better answers to both in the OU tier though.

Just saying Porygon 2 is RU, meaning it is not that common. Porygon-Z typically runs Adaptability instead of Download and isn't viable either. Dealing with Download was only common when Genesect was in OU.

Nothing in OU, but in PU there's Slaking because of Truant being the same thing as a Giga Impact Recharge Boost. Couple it with a choice band and you can do some crazy damage on anything that isn't a Ghost type, or bulky Steel types. Skull Bash isn't used much either.

There's no Life Orb though, so it's weaker than it looks. Weaker than Life Orb TTar.

Most Blacephalon are Specs or they don't carry Psyshock on the Calm Mind + Ghostium Z set. And besides, Toxapex can just switch out and get back some of it's health back because Specs Psyshock doesn't kill Sp.Def Toxapex.
