I would think HP Rock would be the best coverage alongside Petal Dance or whatever Grass move is chosen. It allows it to hit Zapdos, Gyarados, all Dragon/Flying, other Flying, Bug, and pure Fire-types super-effectively and allows you to still hit Heatran, Skarmory, Scizor, Infernape, Emboar...

I would think Sand Throw might allow it to hit Flying-types and levitators with Ground-type moves, but that's just speculation given the name of the ability.
