Doug, the colors on your new sprite are better, but the head looks... stretched. And I still endlessly prefer the jumping one, which has so much more originality to it. This one is... well, it looks like it should have 60 speed, to be honest, and obviously Colossoil doesn't.

The point is to counter users of secondary moves and the secondary moves themselves. If secondary moves are removed from the metagame (which they won't be) then thats a side effect of this cap's existence. If Colossoil can effectively use a move to accomplish its concept, then it doesn't matter...

Doug, I think that new sprite is a huge improvement over your last one, which I didn't particularly like. Its an interesting position, and I think it does match the 95 speed. Don't open the mouth, that just adds more detail and another palette which is rather unnecessary.

Consider a Scarftran lead, as he can still set up Stealth Rocks, but he can come back later on, absorb fire moves, abuse his good typing, and revenge kill Lucario that try to sweep.

What about Klutz? Klutz gives cap9 so much versatility while not making it overly offensive. It offers something completely different from AMC and also nicely fits the concept. See Korski's post for details.

You know, random thing I thought of. Base 100s that run a positive speed nature hit a max of 328, which is 492 after a scarf. Latias can hit 495 speed with 176 EVs and a positive nature. If Dugtrio is really an issue for you, you can run 212 speed. You only miss out on a speed tie with Gengar...
