Yes, just tested it. It works against Sucker Punch. Mightyena with a speed of 240 used Sucker Punch against a Mew with a speed of 217. Mew went first and used Upper Hand. Upper Hand is in the same priority bracket as Fake Out (+3).

From my testing, Upper Hand seems to have a speed priority of +3 and only works on attacking moves. Prankster copycat doesn’t act as a priority attacking move, so Upper Hand fails.
