It does, but my team has a lot issues with fairys, so I I use shadow ball.

I've never played VGC, but seeing so many mons banned is very off putting. Wish there was a sort of in between one that allows mons out of the kalos dex.

Would using him as a wall/with a defensive or stall set be viable?

I don't know how viable it is for top level play, but I like using him in teams that have toxic spike users. He can do some major damage with venom drench and venoshock this way. Really wish he had ice beam, though.

I don't know. A friend mentioned that smogon had all forms except normal blanket illegal'd, even in ubers.
