I can't see Meowstic in NU, I've had quite a bit of success with him, makes a decent scarfed revenge killer for instance. He's definitely not OU by any means, but I'd consider him for RU/UU.

One thing to note with Togekiss is it can no longer paralyze its Electric type checks, so the whole 'paralyze those that outspeed me so I can continue to abuse flinching' that you used against foes like Raikou and Zapdos doesn't work anymore.
