I think Gorebyss' Psychic more than makes up for it. OHKOs Toxicroak, Qwilfish and 2HKOs 252 HP Poliwrath (@Leftovers) and it doesn't even need Life orb to do this.

If Omastar is a special offensive threat, then so is Gorebyss as they are almost the same. Gorebyss just has different weaknesses and resistances. I don't see why it's used so much less; you don't have to fear Fighting and Ground moves so much.

I think you have forgotten about Togetic. It doesn't learn Aura Sphere or Air Slash which are probably Togekiss' most common attacks. It's also very slow. So it would play very differently from its evolved form. It doesn't do anything better than Togekiss, however.
