I thought that Encourage powered up all attacks, in exchange for removing secondary effects from all moves. That's the description that I see on most sites, but Smogon's in-depth analysis proves me wrong. Hopefully they change the description when it's translated to match what it actually does...

They're good sets (I love the bulk up one), but I about the rain sweeper: You need to put more emphasis on switching in to Tsunbeaa after having another Pokemon set up a Rain Dance. It wouldn't work well by itself. You put no EVs towards its defenses. You have to use up a turn to set up the Rain...
