There's a problem with using Pikachu in VGC2017. It says it can't learn volt tackle, but there's a move tutor that teaches it to you so idk what's going on.

basically the reaction I expected but you're still disregarding the reasoning behind why VGC players have been using Hypnosis on Bronzong and other inaccurate sleep moves. It's effectively swagger in how its a chance to immobilize your opponent, but is more likely to do so as compared to swagger.
