A reasonable circumstance, to me, is a Mega Venusaur that is not physically defensive. In which case, +2 Bug Bite > Bullet Punch KOs.

Isn't that the point of Chansey and Skarmory? By that logic, you could consider almost any Pokemon valid in stall when its counters are walled by Chansey and Skarmory.
