Polywrath is not great at countering Gyarados. From what I have experienced, Earthquake is on most Gyarados, meaning it still has a reliable source of damage against you. As long as they have an Electivire, or a sturdy Ground type, Gyarados cannot be beaten until they are taken out, really...
