Victini should stay at 1, it kills half the meta right now, it sets tr really well, and is a great counter to abomasnow. I see no reason to move it down. Darkrai isn't good enough for tier 1 as it is frail and loses to a lot of stuff. It is good, I would keep at 1.5. Mega lucario is not for 1.5...
