Well, I started a mono-poison in Soul Silver, and it's actually not that hard. You can get lots of decent poison types early on (Ekans, Zubat, Bellsprout, Nidoran, Gastly, Tentacool, Koffing, etc.) and they provaide decent type coverage too. My final team's probably going to look like this...
