Why not run that AV build, and have something like Scolipede pass him a Speed Boost? With a little support, Clawitzer could be pretty good. Individually he's lacking, but as part of a team he can do very well.

Right, but then, what are the actual odds of someone running earthquake, especially considering most people will run dual STAB or even 1 STAB with 3 support moves? I like the idea of Swellow, but I think Talonflame is a more relevant counter. Priority Brave Bird or Acrobatics and Trevenant...

Uh... is it just me, or does Liquid Ooze Tentacruel just completely counter this guy? If you run Horn Leech on him anyway. Tentacruel is always faster, can predict the Horn Leech and switch in, then just Sludge Bomb away. Maybe it's just me. Or maybe I'm too new to this stuff. XD
