Aqua Breed Tauros did not actually drop to PU: what you're seeing in the OP is Tauros-Combat, because all the PUBL mons got unbanned. EDIT: In fact, Aqua Breed Tauros is still RU - so even if it dropped, it'd drop to NU first.

I think it's going to be tough to find real "abusers" of the Tera Technician mechanic - I reckon its generally going to be something that changes your move evaluations on a Pokemon you're using anyway, rather than something that is the primary reason a Pokemon is worth including.
