    Well, it's optional on what you want to run for Jolteon. Signal and Charge Beam both boost Special Attack. Signal Beam has a 30% chance to boost, iirc. And Charge Beam has a 70% chance. Although, Signal Beam hits Dark, and Grass harder than Charge Beam.
