I think it should--every other move with the FlagDefrost tag is also a move that thaws frozen targets (e.g. Scorching Sands). But this is a leap of logic and I'm not sure exactly what scope is applied to the FlagDefrost tag in the above linked Anubis move dump.

I think very rarely are people going to tera dusknoir for the extra damage, as it's simply not worth it over a tera on another pokemon. It alleviates situations like this My guess is that fighting tera is also possible to use to defensively react to incoming dark type damage?
