My advice that comes from not too much experience is to give infernape encore over protect and if you want gyarados to out speed cress invest 44 EV's in speed. For the occasional cress that has 107 speed you might want to give gyarados 52 EV's in speed. how much you invest in speed depends on...
The 140 speed EV's on gross was to make it be able to out speed neutral base 85 speed pokemon but mainly Cresselia. Snorlax had Double-Edge over Return because Double-Edge can 1HKO and 2HKO certain pokemon Return cant, now that i cant remember what pokemon they where (Zapdos could of been one)...
i dont think having bellydrum+psych up will work in a non trickroom team.
