You'll need to change the time, not the date. Set the time to around 23:58, enter the game, and wait. After "midnight" rolls around, you can enter/exit a building for the swarm to update. I usually just loiter outside a gate so I can check the bulletin board for the new swarm.

Swarms are encounter slot 0 and 1. At least, that's what I've heard. The only swarm I tried to RNG was on Route 5, so that dance party made reliably advancing my PID pretty tough. However, Bouffalant isn't in slot 0 or 1, so the only thing the swarm will do is maybe make it a little tougher...

So should I set my clock to the earlier minute or later minute? Setting it to the later minute seems like it would balance-out ending up on an earlier second, but my brain may just be trying to trick me.
