It never used struggle, period. It should happen every two rounds, but it didn't ever. Sorry for not making that clear, that was my fault.

A pokemon that is under both Torment and Encore should only be able to use Struggle, but it attacks normally after the user selects Struggle.

Other trainer's Blissey would not attack. It was Confused but it neither "Hurt itself under confusion" nor attacked. Also, minor bug, other trainer did not have two Blisseys, but it showed on the team preview that (s)he did.
