I honestly have no idea. I have yet to find any confirmation on the rate with the charm or even without it. Some people are speculating that the shiny rate has lowered even without the charm but ive seen no actual proof.- Midnyte

According to serebii.net the shiny charm in ORAS has the same description as X/Y so I would assume it'll be the same and supposedly have no effect on breeding. But I dont believe anyone has actually gotten the charm in the game yet to really know :/ Im not sure if we are going to test the rate...- Midnyte

Either works. You can edit then reply to the original post so I see the edit or make a whole new one. There are many sites you can use to help learn how to breed. Or you can also buy the Kalos region pokedex book. It has all the breeding tips in the beginning of the book. If you get confused on...- Midnyte
