Sprite submissions for the current CAP closed a short while ago but come the next project you will be able to submit a sprite in the Sprite Submissions thread, as long as you follow the artwork that has been chosen from the Art Poll.
I used to have a hail team which was logically all Ice-types:
Abomasnow (hail/subseed)
Weavile (physical sweeper)
Froslass (special sweeper)
Tentacruel (spinner/spiker)
Mamoswine (curser/physical wall)
Lapras (special wall/restalker)

One slight flaw in your plan: you're never going to get +6 in a competitive metagame unless your opponent is incredibly thick.
Either you'll get Hazed or Roared or beaten down on whichever side of the spectrum you're not improving. Your plan won't work.
Also, neutral natures are useless...
Though this is going to sound really moronic, there are 4 Pokemon in UU who know Heal Block.
One is Claydol.
Two are weak to GB (solrock and lunatone)
and one is Shedinja.
none of them carry them as standard...though Shedinja could find room. But the set itself is fine.

Having done some more calcs (max/max Bold is a 2HKO)...I can conclude a Choice Scarf Moltres would be better. In which case, why not cut out Moltres and use a better revenge killer.
I feel a Cherrim evolution would be an interesting addition to the metagame. Currently it is blighted by poor stats and movepool but its ability (Flower Gift) gives it an extremely powerful STAB Solarbeam in sunlight. An evolution could make Sunny Day teams a lot more viable in OU, where...
Sub gives you more chances to Curse.
Also, Gastrodon gets 101 HP subs, plus if you're a genius you might be able to predict a sub breaking and then put a new one up.
I think this is meant as a late game sweeper, ie for when the opponent's Will-o-Wisper is down.
